The WPC (Wireless Planning and coordination) wing of the Ministry of Communication, Government of India conducts the examination and issues the RTR(A) license in India. The RTR(A) license holder is responsible and authorized for Operating All radio frequencies and radio equipment on board a aircraft. The license is a mandatory requirement for an aviation enthusiast to professionally work as a pilot or a flight dispatcher in India as per DGCA regulations.

Post completion of the course at PTC, the student will be in a position to attempt the RTR(A) exam.

The exams are conducted once every two months (February, April, June, August, October and December) and held at only one centre (Delhi, Mumbai, Chennai, Kolkata and Hyderabad) for every attempt as per WPC Exam schedule released every year.

The RTR (A) exam consists of the following two parts.


Part 1:

  • Practical test in Regulations and Procedures Marks - 100

  • Exam Duration - 25 minutes (Practical Transmission)

Part 2:

  • Oral Exam (VIVA) in A) Regulation and Procedures

  • Radio theory and propagation

  • Navigation aids and equipment's

  • Basics of Electrical and Electronics

On successfully completing the above two parts of the exam, the student will be issued the RTR license by WPC.

What is Radio Telephony Restricted ?

Radio Telephony Restricted is a Communication system operated in between Air Crew Member & Pilots to Air Traffic Control and Ground Station. This communication system is very crucial for airline operators.

In 1952, India Created Wireless Planning & Coordination (WPC) from the Ministry of Communication. NRRA holds the full responsibility for this Frequency Radio Spectrum.

RTR consist of Two Parts
  • Practical Test is Regulations & Practical Transmission

Regulation & Procedure:

The Ministry of Communication has created regulations on Radio Telephony Restricted. The Airline operator must accept these regulations during the process. This process is relatively synergized with ITU. The following procedure will guide you more about RTR Training.

International Telecommunication Convention & Radio Regulation:

ITU is the supplementation of the Constitution and Convention of the International Telecommunication Union (ITU-CC) which manage the Radio Communication Service across the globe. ITU Allocation of electromagnetic spectrum is from 9khz to 275 ghz. This is the First step for Radio Telephony Restricted Training in Chennai.

The aeronautical Q Code is just the part of the whole list of Q Codes which is allocated by ITU - R. The Aero Q Code was developed in 1948 by the International Civil Aviation Organization.

General radiotelephone communication procedures:
  • The efficient use of radiotelephones largely depends on the method of speaking and articulation of the operator. The operator must follow the speed and rhythm during the speech.

  • The operator must use different techniques when they say about the Timing Instead of 12.45 am, they must say 0045 as per Aviation Acronym.

  • Proper Usage of Phonetic, as per ITU. Instead of Alfa, operators must pronounce it as AL Fah. Pronunciation matters because the communication is in between different cultures.

  • The transmission of numbers must be pronounced by each digit except thousand. Ex 10 becomes - One Zero & 100 becomes - One Zero Zero.

Some of the other communication procedures are Call Signs, Radiotelephone Calling Procedure, Single / Multi / All Station Call, Distress Call, Urgency Call.

Licensing Requirement of Installation (Radio Apparatus used in AirCraft):

Only Licensed RTR Experts have the eligibility to handle the Radio Apparatus of an aircraft as per International Aviation Organization and Ministry of Communication (India). The airline operator is fully responsible if something goes wrong.

  • Advanced Amateur Wireless telegraph Station Licence

  • Amateur Wireless Telegraph Station Licence, Grade – I

  • Amateur Wireless Telegraph Station Licence, Grade – II

  • Restricted Amateur Wireless Telegraph Station Licence

  • Shortwave Listener’s Amateur Wireless Telegraph Station Licence

The Period of validity of this license is from 2 to 5 years and experts can renew it 2 months prior the expiration date.

RTR Equipment Performance Grade:

The performance Grade of RTR Equipment to be carried on Aircraft is most crucial here. Installing a third grade equipment on aircraft will lead to cancellation of license. Airline operators should strictly follow the Norms of International Civil Aviation Organization & Civil Authority of India as per Annexure - 6. Meteorological Codes:

This process is a more efficient and time consuming procedure to share meteorological information between Air Traffic Control & Air Craft. Without proper weather conditions pilots cannot take off the aircraft. Pilots should know the climatic conditions of take off destination & Landing destination for safe travel.

As a RTR operator you must know meteorological codes which are directly provided by India Meteorological Department (IMD).

Radio Principles & Practice:

Radio Telephony Operators must have immense knowledge about the Electrical Units which are used in operators' rooms. Some of the basics are Volt, Ampere, Ohm & Watt.

  • Relationship between wavelength and frequency.

  • Radio Frequency Propagation & Night Frequency.

  • Skip Distances, Fading, Ground Shadow and its effect on communication.
